Jose Carlos Linares is a mission-driven executive with nearly 30 years of experience at the nexus of information technology, leadership, strategic partnerships, and business transformation. Known for aligning technology with real-world outcomes, he helps organizations boost collaboration, enhance efficiency, and achieve measurable impact.
For over two decades, Jose Carlos has advised U.S. Public Sector agencies and led multiple federal IT contracting firms as CEO. Recognized for his ability to define strategic goals and translate them into operational success, his leadership has driven digital transformation initiatives and the delivery of high-impact solutions across global and multicultural environments.
He holds a B.S. in Systems Engineering, an MBA in Marketing, and an M.S. in Communications Technology. He has also completed advanced executive programs, including the Stanford Certified Project Manager (SCPM), Columbia Business School’s Certificate in Business Excellence (CIBE), and the Advanced Certificate for Executives (ACE) in Management, Innovation, and Technology from MIT Sloan earning affiliate alumni status at both Columbia and MIT.
Outside of executive roles, Jose Carlos is a proud father, a member of the GW CPS Advisory Council, a lecturer in the CPS Information Technology undergraduate program, a passionate advocate for Human-Centered AI, an angel investor, and a lifelong learner. He is also the Founder and Chairman of the Linares Foundation, leading initiatives that promote educational and digital opportunity in underserved communities.
