John McHugh is Program Attorney for the Naval Enterprise Networks (NGEN-R) teams in the Program Executive Office for Enterprise Information Systems (PEO EIS), SPAWAR, U.S. Navy, in the Washington, D.C. area.

Previously McHugh was the Associate Counsel at the Office of the General Counsel, Department of the Navy, where he focuses exclusively on the practice of government contracts law.

Professor McHugh practiced before the Government Accountability Office, the Armed Services Board of Contract Appeals and the U.S. Court of Federal Claims; responded to agency-level bid protests filed with government contracting officers; settled complex contract disputes and has assisted the Department of Justice in prosecutions and civil suits involving government contracts fraud. Professor McHugh regularly advises on the requirements of the Federal Acquisition Regulation and the various agency FAR supplements.

An attributed editor of several scholarly works focusing on the requirements of the Federal Acquisition System, Professor McHugh provides training and expert advice on complex government contracting issues.

He is a former enlisted U.S. Marine, a member of the Department of the Navy’s Office of the General Counsel; Chairman of the Defense FAR Supplement Committee on Suspension, Debarment, and Business Ethics; a member of the Department of Defense’s Procurement Fraud Working Group; and active in the American Bar Association's Public Contracts Law Section's Committee on Suspension and Debarment.
